A Bank seeks to enter into an agreement with an Individual Architect who has experience and capacity to deliver architectural services (including preparation of architectural designs and drawings, obtaining approvals from the Local Authorities and preparation of bidding documents which include Bill of Quantities (BoQ)). The project is in line with the Bank’s Housing Sector Policy, which focuses on effective partnerships in the development, financing and implementation of housing projects. The project will contribute towards the delivery of affordable and quality settlements as envisaged under the National Development Strategy 1 (2021-2025). The proposed projects also contributes to the achievement of the following United Nations Agenda 2030 Sustainable Development Goals (SDGs): SDG 11: Sustainable cities and communities - make cities and human settlements inclusive, safe, resilient, and sustainable. SDG 6: Sustainable management of water and sanitation services - ensure availability and sustainable management of water and sanitation for all. SDG 5: Gender equality - achieve gender equality and empower all girls and women.

2 Project Description The project entails the designing, financing, and construction of cluster homes on one or more of the above-mentioned properties. The Individual Architect shall prepare the Project Concept (“the Concept”) for cluster homes on selected properties from the list shown above. On approval of the Concept by the Bank, the Architect will proceed to prepare the necessary project designs, secure all the mandatory regulatory approvals/permits, and then proceed with the bidding documents for the cluster homes supervising the construction works.

3 Purpose The purpose of these Terms of Reference (ToRs) is to procure an Individual Architect with technical capacity to assist the Bank in undertaking the architectural design of cluster developments at the indicated sites. Under the ToRs, the appointed Individual Architect will coordinate all the architectural services activities covering the preparation of architectural designs and drawings, obtaining approvals from the Local Authorities and preparation of bidding documents which include Bill of Quantities (BoQ). In line with the Bank’s Gender policy, the architectural and engineering designs will be required to include disability and gender considerations. The ToRs will guide the prospective Individual Architect in understanding the scope of the study and the expected deliverables under the Contract.

4 Objectives of the Assignment The primary objective of this consultancy assignment is to provide architectural consultancy services for the construction of cluster home units at all the sites presented in Table 1.

5 Scope of Services The scope of work of the Consultancy services shall include, but not be limited to, the following activities: i. Site assessment at mandatory site visits. ii. Developing concepts for Client's approval iii. Preparation of preliminary architectural working drawings, which shall show the general layout and the design of the cluster home units, iv. Submission for Client’s approval, v. Preparation of working drawings for approval by relevant local authorities and provide Client with Bills of Quantities and cost estimates for the construction of the cluster homes, vi. Submission of designs for approvals from the relevant local authority present approved design to Client.

6 Approach, Methodology and Work Plan 6.1 Technical Approach and Methodology The Architect shall propose a detailed approach and methodology that demonstrates understanding of the objectives of the assignment and Terms of Reference and providing detailed outputs and deliverables. Data collection can either be primary data researched by the Individual Architect or use of secondary sources of data for analysis, design, and report writing. The Architect shall perform the Services with reasonable skill, care, and diligence. 6.2 Work Plan The assignment shall be completed within 60 days from the date of Notice to Proceed. A work plan must be submitted with a detailed Gantt Chart showing task assignments, durations, and detailed resource allocation showing the Levels of Effort (LOEs) for each site.

7 Qualifications and Experience of the Individual Architect − The Individual Architect shall have a minimum qualification of BSc. Architecture/ Diploma, or equivalent. − The Individual Architect shall have a minimum of five (5) years of experience in undertaking architectural design services. − The Individual Architect shall demonstrate experience in similar assignments implemented successfully in the past two (2) years i.e., proven track record of consultancy for at least three (3) projects of a similar nature. − The Individual Architect shall demonstrate their registration with Institute of Architects Zimbabwe (IAZ) and/or any other relevant regulatory institutions. − The Individual Architect shall provide three (3) Reference Letters for similar assignments performed in the past 2 years.

8 Deliverables The following deliverables are expected: i) A Draft Proposal and 3D presentation to Client within 60 days from signing the contract. A Notice To Proceed (NTP) will be issued after the draft proposal/ concept is accepted by the client. ii) Final Proposal within 30 days from NTP iii) Approved Architectural Drawings by the relevant authorities and Bills of Quantities & estimated costs for the Project 30 days after the Final Proposal has been accepted by the client. from NTP. iv) 3D Presentations for final design of the cluster home units.
