Main Duties and Responsibilities

  • Develops and maintains the procurement plan in consultation with the Management Team, for approval by the Accounting Officer.
  • Leads in the formulation of Procurement Management Unit’s (PMUs) long and short-term strategy plans in line with the Authority’s strategy in order to achieve the objectives and outcomes of the Authority.
  • Provides high-level technical/administrative guidance on work requirements and methods.
  • Manages and reviews documents for the procurement and disposal of goods and services for the Authority and ensuring compliance with the Public Procurement and Disposal of Public Assets Act and its provisions.
  • Compliance with the Procurement Regulatory Authority of Zimbabwe (PRAZ) regulations.
  • Directs the establishment of bid standards and preparation of procurement documents to publicly solicit bids and contracts for the purchase and /or lease of materials and services.
  • Directs the evaluations of proposals, offers and bids in accordance with the Public Procurement and Disposal of Public Assets Act and regulations while selecting the best supplier in accordance with solicitation requirements and PRAZ.
  • Maintains complete records of Authority contracts for goods and services.
  • Drafts and recommends policies and procedures as needed to ensure the success and compliance of all procurement related activities.
  • Conducts procurement research, providing guidance and direction by presenting available procurement options to the Authority’s best advantage.
  • Sets work objectives, directs, supervises and reviews employee assignments.

Qualifications and Experience

  • A good first degree in Procurement and Supply Chain Management or equivalent
  • Chartered Institute of Purchasing and Supply (CIPS) Graduate Diploma or equivalent
  • Membership of a relevant professional body
  • A Masters degree
  • Ability to interpret the Law will be a distinct advantage
  • Ten (10) years’ proven experience in procurement of which at least 5 years should be at Senior Management level
