A degree in Purchasing and Supply Chain Management.
Professional qualification in procurement/supply chain management (CIPS, CPSM, CPP, or equivalent).
Experience Required:
5 years’ progressive experience in procurement or supply chain at middle managerial level.
Key Duties and Responsibilities:
Recommend and implement the organization’s procurement strategy, policies and procedures aligned with the organisation’s goals.
Lead the procurement process, including planning, sourcing, tendering, negotiation and contract management.
Identify and evaluate reliable suppliers, contractors and service providers to ensure quality, timely delivery and cost-effectiveness.
Negotiate and manage supplier contracts to achieve optimal terms and long-term partnerships.
Monitor market trends, pricing, and supplier performance to recommend informed decision-making. .
Provide leadership, mentoring and performance management for the procurement team to build capability and foster professional growth.
Drafts the procurement departmental budget in liaison with the Finance department.
Drafts the procurement annual plan in preparation for review Head Procurement Management Unit.
Drafts contracts and amendments in line with the bidding document and submissions stating the performance indicators in conjunction with user and supplier for Head Procurement Management Unit and Legal Department review.
Drafts procedure manual and continuously updates to optimize purchasing processes.
Prepares monthly, quarterly and annual reports for Management.
Provides guidance to internal stakeholders through communicating policies and procedures.
Reviews and identifies market risk assessments and proposed mitigation strategies.
Prepares quarterly risk management report for the department.
