Basic Function
\r\n\r\nResponsible for assisting the Procurement Head in giving Procurement Legal Advice and guidance to Management and staff.
\r\n\r\n\r\n\r\n
Major activities of the job
\r\n\r\n- \r\n
- Assist with the development of scope of work and invitation to tender and specifications. \r\n
- Develop contract and service level agreement strategies to minimize risk. \r\n
- Manage post award vendor relationships and partnerships with large service providers. \r\n
- Attends to all procurement contract negotiation meetings and give advice where the organization may be disadvantaged or deprived financially. \r\n
- Provide unsolicited procurement legal advice to Management to safe guard against breach of regulatory and statutory issues. \r\n
- Interpret procurement legislation and other legal or regulatory directives that impact on the Organizations’ operations. \r\n
- Assist in gathering information required for submission of statutory and regulatory quarterly and annual returns \r\n
- Maintain procurement registers for Statutes that impact on the Organization’s operations and review these in conjunction with the Risk Department. \r\n
- Defend all procurement litigation against the Organization in conjunction with the external lawyers. \r\n
- Interface and give case briefings to external lawyers. \r\n
- Carry out procurement environmental scan through reading of newspapers etc and advise management on any pertinent legal issues affecting the Organization. \r\n
- Assist the Procurement Head in drafting procurement agreements, contracts and correspondences in relation to legal issues. \r\n
- Manage a portfolio of contracts, including vendor performance and procurement policy frameworks. \r\n
- Assist in reviewing procurement procedures and policies in line with statutes. \r\n

Qualifications and Experience
\r\n\r\n- \r\n
- LLB (Honours Degree) \r\n
- Registered legal practitioner in terms of the Legal Practitioners Act \r\n
- Three years post graduate experience \r\n
\r\n\r\n
Competencies
\r\n\r\n- \r\n
- Excellent legal analysis skills; \r\n
- Outstanding legal writing skills and spoken fluency in English \r\n
- Ability to design, manage and implement contracts with legal and policy focus; \r\n
- Excellent interpersonal skills; \r\n
- Ability to work under pressure and manage time effectively to complete a variety of tasks \r\n
- Knowledge of court practice. \r\n
