Duties & Responsibilities Undertakes planning and scheduling of all payroll activities/processes and updating of procedures for onward submission to the CFO for approval Liaises regularly with all key stakeholders to ensure alignment of activities with the payroll departmental plan Plans and schedules system updates and modification, liaising with stakeholders while ensuring alignment to the department’s plan Advises when system evolutions and process changes are needed, explain what is required, clarify the benefits that will be realized, and indicate what expenses and training will be needed. Supervises the implementation and operation of any new system or system enhancement. Oversees and reviews payroll audit process, and identify opportunities to improve efficiencies, controls, or compliance concerns. Monitoring and benchmarking best practice payroll service delivery ensuring best practice metrics are in place and continually improve Takes a leadership role in advising how payroll information and output can be used to manage other departments operations and performance Ensures all payroll initiatives deliver the expected benefits including; improved processes, self-service, controls, reduced cycle times and regulatory compliance ensuring that benefits plan changes, compensation system changes and regulatory changes that impact payroll are implemented timely. Inputs towards the payroll risk register, ensuring effective internal controls are implemented Ensures compliance with leave policies within the group, managing the accurate setup of all leave parameters. Manages and in liaison with the HR and Finance Department. Checks and verifies that all salaries inputs are appropriately approved before processing. Oversees the accuracy of the payroll run process by checking the output reports Checks the accuracy of payroll and secures authorisation with the Group Human Resources Manager, respective the Finance Managers and Chief Finance Officer Manages and ensures in liaison with the relevant Finance Managers that the salaries account is adequately funded in line with the approved and budgeted amounts. Manages cash flow for salaries and related payments, and oversees reconciliations of payroll journals against net salaries transferred to banks. Reconciles and submits to the Chief Finance Officer the payroll summary reports and bank transfer reports to verify if the correct amounts have been transferred into the salaries account Attends and ensures that salary queries raised by staff are resolved through the Payroll Clerks. Researches on employee benefit administration practices and recommends changes or modifications to existing policies Provides data and reports to management for analysis and evaluates information to support decisions or recommendations. Agrees medium- and short-term objectives, develops a work plan, and checks that this is being carried out Coaches and/or arranges for the training of staff in the understanding of Departmental procedures. Identifies disciplinary problems or issues of staff, and through the Head of Department, arranges for the necessary disciplinary action in line with Human Resources policies and procedures Participates in the development, review and implementation of human resources policies and procedures to improve on the delivery of the HR Strategy. Qualifications & Experience Diploma in Business Administration, Accounting/ Bookkeeping qualification or the equivalent At least 4 years of experience in payroll management Relevant Accounting/Payroll affiliations
