Job Purpose

To provide legal advisory and support services to the Authority by assisting in the managing the legal risk, interpretation and application of telecommunications and related laws, drafting and reviewing legal instruments, managing litigation matters, supporting regulatory processes, and safeguarding the Authority's legal interests.

Key Duties and Responsibilities

Legal Advisory Services

  • Provide legal opinions and advice on regulatory, commercial, governance, procurement, labour, and administrative law matters.

  • Conduct legal research and analysis on legislation, regulations, case law, and policy developments affecting the telecommunications, postal and other sectors regulated by the Authority.

  • Assist in the interpretation and application of Acts, regulations, licences, directives, guidelines, and policies administered by the Authority.

  • Prepare legal briefs, memoranda, reports, and correspondence.

Contract Management

  • Draft, review, negotiate, and vet contracts, memoranda of understanding, service level agreements, leases, confidentiality agreements, and other legal instruments.

  • Advise management on contractual rights, obligations, liabilities, and risks.

  • Support procurement and project teams in contract negotiations and implementation.

Regulatory Support

  • Assist in the development, review, and amendment of regulatory instruments, policies, guidelines, and directives.

  • Provide legal input into licensing, spectrum management, consumer affairs, postal, data protection and telecommunications regulatory matters.

  • Support stakeholder consultations and public inquiries relating to regulatory initiatives.

Litigation and Dispute Resolution

  • Assist in managing litigation, arbitration, mediation, and other dispute resolution processes involving the Authority.

  • Liaise with external legal practitioners and government legal advisors on matters before courts, tribunals, and arbitrators.

  • Prepare legal documentation, witness statements, pleadings, and submissions.

  • Maintain records and reports relating to litigation and disputes.

Other Responsibilities

  • Conduct legal awareness and capacity-building programmes for staff where required.

  • Undertake any other lawful duties assigned by the Director/Manager, Legal Services.

Qualifications and Experience

Qualifications

  • Bachelor of Laws (LL.B.) Degree.

  • Admission as a Legal Practitioner, Conveyancer and Notary Public.

  • A postgraduate qualification in Telecommunications Law, Commercial Law, Regulatory Law, or Corporate Governance will be an added advantage.

Experience

  • At least five (5) years' post-admission experience in legal practice, regulatory law, commercial law, public law, or a related field.

  • Demonstrable experience in providing legal advisory services to public sector institutions, statutory bodies, or government entities.

  •  Demonstrable experience in drafting and reviewing contracts, regulations, policies, legal opinions, and other legal instruments.

  •  Experience in litigation management, dispute resolution, and stakeholder engagement.

  •  Experience in the telecommunications, broadcasting, postal, ICT, or public sector regulatory environment will be an added advantage.
